Brown, who opened with rounds of 65-64, finished at 16-under 200 for the 54-hole event at High Point Country Clubs Willow Creek course.
Aiken native Matt Hendrix also closed with 71 to tie for second place.
It was the second tour win of the season for Brown, who earned $30,000 and moved to the top of the tours money list with $88,045.41.
He also earned an exemption into the Nationwide Tours Price Cutter Charity Championship Aug. 13-16 in Springfield, Mo.
It will be the fifth Nationwide start of the season for Brown, a former USC Aiken All-American. He has finished tied for 24th, tied for 44th and missed the cut in the other two events.
The biggest difference between out here and the Nationwide Tour is a freedom thing, Brown said. Each one I play in, Im getting more and more comfortable.
Of the players in the field with area ties, Jay Haas (68 on Friday) and Emmett Turner (69) tied for eighth place; Kevin Kisner (69) tied for 16th, David Robinson (69) tied for 23rd, Keith Guest (72) tied for 48th, Alex Hamilton (73) tied for 65th and Dane Burkhart (76) tied for 77th place.
