House Ways and Means Committee Chairman Dan Cooper said Thursday that cuts will range from 3 percent to 15 percent as the Legislature patches a half billion dollar hole in the $7 billion budget. But lawmakers for the most part will not tell agencies what they need to cut.
Cooper says $10 million will come from a program aimed at university research and $8 million will come from a grants program Gov. Mark Sanford has criticized. Meanwhile the state Medicaid program will get a freer hand in using about $52 million it has in reserves.
