"Pitchfork Ben" Tillman was South Carolina's governor when the hurricane of Aug. 27, 1893, struck Beaufort County. At least 2,000 people died in an area where African-Americans made up more than 80 percent of the population.
Tillman, a founding father of Jim Crow legislation, made this public statement (cited by Walter J. Fraser Jr. in Lowcountry Hurricanes): "The people have the fish of the sea there to prevent them from starving. I hope, too, that someone will make them go to work at once and plant turnips on the islands. I do not want any abuse of charity."
The governor waited for weeks to contact the Red Cross for storm relief. In The Red Cross, Clara Barton recorded that "Pitchfork Ben" only then wrote to see "if the Red Cross could perhaps do anything for the storm victims."
On March 15, The Augusta Chronicle reported that joblessness in Allendale, S.C., had reached 23.4 percent within an overall South Carolina unemployment rate of 10.4 (second only to 11.6 percent in Michigan). Just what "abuse of charity" does South Carolina's current governor fear in the federal funds that he is refusing?

Looks like Mr Adams dug up some serious dirt on the Palmetto state with ol' Pitchfork, who probably have relatives with his picture hanging still over mantles and in government buildings. This is the history that's buried from school books and average citizens because it represents a history thats best left alone, which is completely wrong. How can contemporary events be avoided if the population is ignorant to history? They can not. The present governor is operating in the same mode as ol' Picthfork and positioning for 2012, however, his calculations are riddled with errors. Our new president won S.C. (his first big win in the South, which was pivatol {primarily due to people of color} to his victory) but the governor is banking that "they" won't turnout in 2012. Again, he is wrong. The funds rejected were targeted for unemployment benefits, which "we" know who mainly suffers from that conditions and the refusal hurts them most. Again, a good letter and shows that some folks will not forget the similarities between the present governor and ol' Pitchfork Tillman.
Dennis Adams implies people of color have always needed "special" help because of an inbred inability to care for themselves. He also implies they still do. Isn't this attempt to make the government responsible for the people of color really just another comment on the low expectations he has for this group?

How embarassing for people of both races. Justus claims that a current governor is so bigoted that he purposefully refused funds to hurt people of color who can not & will not help themselves. While blacks represent less than 30% of the state of SC, they are still, according to justus, the most effected by unemployment. I have a dream. Comparing Sanford to Tillman does a disservice to Tillman, a governor who, despite his belief in the efficacy of lynchings, also implemented a revolutionary idea that filled South Carolina's treasury when the state's economy was much worse off than now. Only after that did "Pitchfork" take to the national stage. He never had the luxury of saying thumbs down to stimulus money. There wasn't much of that around in 1893.
The stimulus money SC passes up will go to other states that have enough sense to use it to help get their state budget out of the red...SC has always been backwards, just look at how long people there voted for Strom Thurmond, this guy was in his 90's and still a senator, senile and backwards as Hell..The governor is just playing politics, and it will come to haunt him...Obviously things in SC aren't good, with a 10% unemployment rate...I hate to say this, but the good in this case will suffer with the bigots and the governor, who have their noses in the air...If you live in the Palmetto State Mr. Adams, I truely feel sorry for you, perhaps if you aren't deeply rooted there you should think about moving...We would love to have you here in the Peach State!!! Off topic/Funny true story: Back in 1999 my wife and I saved up and purchased our first home in Kennesaw(conventional loan for all the smartypants out there)..Anyhows, when we moved in we knew there wasn't any blacks in our subdivison, but we didn't think nothing of it, the home was close to my wifes job, and me being an CSRA native country man, working for Atlanta Police, well, let's just say I wanted to live as far from the City of Atlanta as possible without being inconviently far from work...Well, we bought the home, and when we moved in our neighbor on our right was actually pulling into his driveway when I got out of my truck...Buddy, you could see the anger and dissapointment on his face..I waved, and he did not...The cold stare downs by him went on for weeks, I would speak if we crossed each other cutting our grass, and he would not...Now this is how I know God has a sense of humor: This went on until one day he happened to see me in my uniform..Whoa Nelly!! You could literally see the relief on his face!! He waved before I could...I burst my side laughing with my wife..The cold war was over..When we moved another nighbor told us he said he hated to see us go..That's God!
I don't guess that anyone wants to consider that Sanford might be right. The funding for additonal programs contained in the stimulus money is a one time shot from the federal government and this will leave the state in the situation of having to raise state tax rates in the next year or so to continue paying for these programs. I know all you liberals hate Sanford even though he seems to have been a pretty good governor. It is easy to say "gimmee the money" today but some people are concerned about who pays for it next year. Sure, I think he should take the real "stimulus" money that would build roads, bridges, etc. and would create jobs. But maybe he is correct in not wanting to expand welfare programs which the state cannot afford when the federal money runs out. People who work and pay taxes should examine closely what conditions are attached to this money that will cost them dearly in a couple of years when the stimulus money is gone and the well is dry. I am not saying Sanford is right or wrong, only that it is a valid point and warrants discussion. I wish there were hard numbers available for examination to determine how much is stimulus and how much is just more welfare.
The stimulus money that would go to supporting unemployment funds I can see an arguement for turning it down, you don't ncessarily want to set a number ot there that state funding can't support in the future; but to turn down all the stimulus money (I don't know if that is what he is planning to do, hopefully not) makes no sense...Even at that, the turning down of stimulus money on the premise that it would put state unemployment funds in a bind is all based on projections about future enemployment rates(the $ in question is for unemployment, not welfare, and YES, THERE IS A DIFFERENCE!!)
