Augusta man is indicted in Glynn County molestation

An Augusta man released from probation on a 2005 statutory rape conviction has been indicted on a charge of child molestation in coastal Georgia's Glynn County.

William Archer Stulb, 24, of the 2800 block of Lombardy Court, was arrested June 29 and is being held in the Glynn County Detention Center in Brunswick, Ga., without bond, according to jail personnel.

The most recent session of the Glynn County Grand Jury indicted Mr. Stulb on one count of child molestation.

Representatives of the Glynn County Police Department did not immediately return calls requesting information. But an arrest warrant accuses Mr. Stulb of molesting a pre-teen girl on June 22 on Sea Island, Ga.

In 2005, a local jury found Mr. Stulb guilty of statutory rape. He was sentenced to a year in jail followed by nine years on probation, 300 hours community service and a $10,000 fine.

At the time, Mr. Stulb was not required to register as a sex offender because of his age, and the option to require him to register was at the discretion of the presiding judge. When the law changed in 2006, Mr. Stulb was required to register.

On May 21, Superior Court Judge Duncan Wheale rescinded Mr. Stulb's sentence. The judge resentenced Mr. Stulb under the First Offender Act at a June 4 hearing to time served and released him from probation.

The prosecutor said at the time that the District Attorney's Office planned to appeal the decision, which could set a precedent if it is upheld by the state appellate court.

I understand the Romeo clause

I understand the Romeo clause he may have fallen under the first time, but Didn't the fact he was arrested 4 times while out on bond not tell anyone anything about him as a person???? Conviently his arrests and jail time isn't even showing up on public record online anywhere!! He was facing jail for stautory rape and was arrested 4 times before court!! And you still changed his sentence? Now look at him, molesting a pre-teen, at least a 10 year age difference. He learned nothing and you guys couldn't tell this idiot didn't learn his lesson? These little punks may deserve one break because they are young and stupid, but needing anymore than that shows they havent learned anything. Why do I keep seeing so many violent offenders with 10 prior slaps on the wrist, and this is all before they are 25. When will it sink in that these people do not deserve anymore than 1 break, repeating is a sign...duhhh!!!!!!

Impeach Duncan Wheale. He seems to be involved with more ridiculous sentences and modifications of sentences than anyone. I hope this time, tried as an adult, he will be taken off the street for a long, long time.

I can't see how this was a surprise to anyone, it was only a matter of time...I feel very sorry for the children as they will live with it the rest of their lives.

Can't be that hard to castrate these shxxheads, is it? Castrate and with another little slice 'o' the knife there goes their, um, "manhood." There should not be a subsequent rape when they don't have the "implements" to implement their deviant desires. NO 2nd chances. Tough! If he was found guilty of

If he was found guilty of this molestation he will, by all accounts, not stop without help...Help in these cases is incarceration for the rest of his life...He can be productive in jail and if the Lord so chooses he can and will be redeemed...Redeemed in prison not out as the same is true for the child he molested will be bound in a prison of sorts for the rest of her life...The Lord can and will help her throughout her life but she more than likely will always remember...So to should the molester never forget and never released again on this earth...

TakeAstand, you must know this guy personally. Is he your neighbor? He's been arrested 4 times during probation?!!!! and the judge rescinded his record? ~~Ouch!!!!~~~ I remember an article in the columbia co times...it was about him being young and innocent and making a mistake.... and that he is now helping young people to see that you can't do what he did.... and he was being arrest left and right during that time? What was that judge thinking?

Some folks can not be allowed

Some folks can not be allowed to be among society. The laws are not clear and need to be revised to not allow anyone of such caliber out. As a conservative Christian with strong family values, it is our duty to make sure the laws are changed to protect our children against the evil that is among us. Pray and put your prayers into action and register to vote.

A tidbit of info.... Judge wheale did make the first sentence but recinded it and then sentenced him to 4 years prison and made him register as a sex offender. The court of appeals made him reverse that and give him the lighter sentence under the first offender and romeo clause. so Wheale did try to sentence him tougher after he said he made a mistake but the court of appeals made him change it back. Yes wheale gave the lighter sentence to start with, but 18 & 14 is a romeo case so it was not totally inappropriate, but the 4 arrests while out on bond evidently played no role in his sentencing and the courts had blinders on to the behavior of this [filtered word] and now hes done this to a younger child.

Yea, like I said I can buy the romeo clause, but arrested 4 times while out on bond and they totally turned a blind eye to it and his personality and now another girl molested. It is sickening. Evidently getting arrested 4 times while out on bond means nothing to the courts. But then again these [filtered word]'s let drunk drivers go without time on # 5, 6, 7 etc... not to mention the violent repeat offenders they give slaps on the writs to!!!! Public safety is not their #1 priority as they claim!!!!!!

These judges are a trip. He took him off probation. Basically, released him free to do harm to our children. Parents wake up and be more responsible. Do not leave your kids with boyfriends and crap like that.. Teach your child early on about sexual predators and that they are not called strangers anymore. They are uncles, aunts, teachers, policemen.

Duncan Wheale paid $120,000 to former Attorney General Mike Bowers (in the early part of the new millennium) as reported by a Chronicle writer. The payment was for Wheale’s courtroom gun antics and terroristic threats defense. The GBI investigation discovered much more than the original file charged being investigated would uncover: 1) A court reporters testimony that JDW had requested official tapes be destroyed. 2) That the tape destroyed contained JDW making another gun threat on tape while in a courtroom prior to the WTC event, and the ATL jail killings. 3) By default this means the Judge lied to GBI investigators when first questioned about guns in the courtroom. 4) Telling men in a courtroom he is going to have them beaten and sodomized by 6 200+ lb men isn’t sadistic, it’s purely Satanic. 5) Many bar members complained that the were neither able to be present at hearings nor were they able to present their case testimony if they were in the courtroom 6) Removing jewelry from a defendant (as witnessed by Michael Spence) is theft by taking, jewelry goes into State Custody with personal belongings during the jail booking processes 7) One more this is getting tedious... After a transvestite completed his course, Duncan was given charge of his next step, assuming a girls name. Had he known the law and left his personal opinion out of it, he would have known he violated the ACLU, and a very proactive SF, CA, judge whackers group. The untold story here is the REAL story, and the Chronicle would do the Judicial District a good service to investigate and report on Wheale’s 9 yr period of service. DON'T COUNT ON THE AUGUSTA BAR ASSOCIATION TO WEED ITS OWN GARDEN. THEIR PRACTICE OF SPECIALITY IS PROCTOLOGY.

Laughing after a "no bill" was handed down by an ignorant Grand Jury at best, he’s laughed while mocking NO justice in the adjudication of the case. We’re (Georgians) are the greatest laugh; his boisterous laughter will begin when JDW receives his first State retirement check, a proposed $160K per year. Don't waste energy trying to bring down wicked men. JDW's suffering is he knows his own heart… black, cold, and empty... or is that his cranium, family value, or other well documented God Complex’s?

DON'T COUNT ON JUSTICE IN JDW's courtroom without a substantial donation to one of his many funds. I’m sure William Stulb can name one (5K was the word on the street). Once Duncan paid $15k to The Belmont University General Fund in Nashville, TN, for the release of his son Ryan after Ryan detonated Fire Bombs on their esteemed Campus. There was a confession given in the case by Ryan Wheale himself.
Where was Homeland Security? Where was the ATF? Where was the FBI? Where was the TBI? Aren’t Campus Security State Police? Oh yea, not on private property. Next time shoot to kill on site!

Thankfully the Judge brought Ryan home to punish him for his terroristic deeds. I believe he took a two week leave during this time for a personal family matter, can’t prove it though. I also remember seeing a web-page near the press release, with a picture of my favorite judge who was to be the guest speaker at a women’s group gathering. The speaking subject was to be no less than “Family Values”. The look on the judge’s face in that photo was priceless and worth 10 Million Words….why didn’t I save it?

As Americans, let’s remember that our Freedom isn't about choosing any act we desire, but it is about our choosing to do the right thing. One person at a time, honest choices will make us become the nation that we want to be.

This lack of action needed to take a predator off the streets for good is the reason why so many of us have fallen prey in the past to these evil demons...Once they commit these crimes they will never stop...As such they should all be put in a secure place for the rest of their natural lives...
