Incorporation is blocked by voters

AIKEN --- The referendum to merge Graniteville, Vaucluse and Warrenville into one incorporated municipality failed Tuesday.

The referendum received only 763 votes of the 2,129 ballots that were cast.

The nearly 40 people who were gathered at the Aiken County Council building quietly left after the vote totals were made public.

Charles Hilton, the chairman of the incorporation study committee, had little comment. "It's been a long day," he said.

Efforts to incorporate have been ongoing for more than two years, since the Graniteville train wreck crippled the community economy.

Mr. Hilton has said in making the case for incorporation that the residents living in the 23.7-square-mile area were missing out on money such as funds from state-shared revenue and the local option sales tax that could have helped in the area's recovery.

"The people of GVW have spoken, and the decision rests upon not only those who cast their votes but even upon those who did not," Mr. Hilton said in a statement. "Only time will tell if the decision made today is the best for those who follow us."

Incorporation was a hot button issue that had 57.35 percent of the 3,712 eligible registered voters casting their ballot, and it was an issue that even brought attention from state lawmakers.

State Sen. Greg Ryberg, a Republican whose district includes Aiken County but not the area involved in the incorporation effort, has questioned the role of a nonprofit agency in the initiative.

Earlier this month, the state Department of Revenue said it was reviewing whether the Lower Savannah Council of Governments acted properly by working on behalf of supporters of incorporation.

Mr. Ryberg also asked the department to consider the council's refusal to reveal a complete list of donors to the incorporation effort.

The council has said its work on behalf of the anonymous, pro-incorporation donors is standard activity.

Well i guess phil wont get his wish and be mayor after all, well he thinks he is mayor already. But his office is in the hardware store not a city office. Three things killed this, 1) it wasnt needed, you got super law enforcement now. what else could you have gained 2) when you got phil as a ring leader and the people spoke after the last time he ran for for county council, they dont trust or want him 3) there was to much stuff hidden. when they wouldnt release the names of the big guys behind it and how much money was put into getting it done , that told the people that to much crooked stuff stunk it up.

I think the people have spoken and probably for the best. Look
at Augusta for example, the merger has been a complete failure
and the taxes are getting unbearable for most. The merger was
suppose to cut government waste and reduce the employees
but just the opposite has happened. Is their any way to repeal
the vote and go back to city and county instead of one. Politicians did not tell the truth about the merger and how it
has destroyed most of the tax base and lost many businesses
to Columbia county, still our government wants to build new
courthouses and jails for our non paying tax residents.

I as a resident of Graniteville did not know how to vote on this issue. I know that we need to do something to maintain the area and I felt like incorporation would have done that. The negative in this situation was the fact that there seemed to be too many secrets and that makes people suspicious. It was very difficult to find out what incorporation meant for the area. The committee failed to realize that you need to be very open and up front with the people on what is going on. I hope the area can survive and the people will now pull together to move forward as the great towns that we are.

Truth is - there is no smoke filled room with fat cat conspirators. GVW just cut their noses off despite their faces. The fact that WHO supported the incorporation would effect the decision an individual voter made tells you that they were not informed of HOW the incorporation would benefit the community. These same voters will be whining in the next years as we continue to fade away. "Why don't we get any tax dollars for improvements?" "Why doesn't someone help us?"

Well we had an opportunity to help ourselves but out of fear it has been blocked.

I know the Cities of Aiken and North Augusta are celebrating this morning.

I think incorporation for this area could have positive benefits if it were done correctly. I think the area that was up for incorporation was to big. They should have just started with the actual communities of Graniteville, Vaucluse, and Warrenville. If they were successful at that level then they could have discussed annexing more territory. I think they wanted too big of a piece of the pie at one time.

If they would of included Bath, Langley, Burnittown and clearwarter and offered to call it The Valley witch it is it would of passed.

When you hear the word "consolidation", run far and fast. When you hear someone telling you how your life will be made better by bigger government. . . Run people run! At that point the lies have only begun. The people of Richmond County were too slow and see what the city of Augusta has brought to them: Buckets of red ink. Looks like the folks in the "Valley" area have a much grasp of the situation. Good for you.

As a former resident of Graniteville that moved away for college, I followed this effort closely. This is a sad day for GVW because the people did not realize this was a great opportunity for very positive changes to happen to the area.

I guess we know that Mr concernedcitizen2 voted yes and is not happy that they lost. The truth is that some of us like our small communities and less government. If we wanted to live in the city we would move to Aiken or North Augusta. Ten years from now I will still be happy with my decision!!!!! Seems like the only one whining is you!

If the good people of Graniteviile, Warrenville, and Vaucluse needed to know who were the behind the scenes contributors, that should have been disclosed and we have a right to know. Nondisclosure was the kiss of death and certainly not starting off on the right foot. As we can well see with the Federal government, we have too much government that claim to benefit the whole when in actuality it benefits only a few and the rest are forced to support it. These interested parties who contributed money to start the incorporation process should perhaps spearhead projects that would benefit the community and of course themselves. In this way, everyone would be happy, not just a few. Honesty and being forthright is always the best policy - it speaks integrity and does not provoke suspicion.
