To the individual who thinks the government should lower the speeding limit to 50 mph: Nice idea, but it won't work. Why? Look around -- when the speed limit is posted 45, most people are going 55 or 60; when it is posted 55, they go 65 or 70, etc.
The solution, therefore, since most people seem unable to restrain or monitor themselves relative to their foot on the gas pedal, is for the automobile manufacturers to construct the cars so that they can go no faster than, say, 55 to 60 mph -- with no way to add a converter or any other mechanism that will make it go faster. And if that would be impossible, then there should be strict and severe fines if one is caught doing so.
This is the only way that the law can ever hope to make people go the speed limit, and might also be the only way we can hope to lower our gas consumption.
