If public opinion matters, this is without question the absolute worst Congress ever.

A record-low 9 percent of Americans believe Congress is doing a good job. The corollary, of course, is that 91 percent do not.

That's simply an astonishing consensus, and is one of the major stories of our time.

The most startling and telling breakout fact from the Rasmussen poll is that among independent voters, only 3 percent think this Congress is doing a good job.

That's tantalizingly close to unanimous.

This is the most serious indictment of Congress in memory. Making it an even more spectacular insult is the fact that no discernible scandal was necessary to bring on this sweeping censure. No big stories of abused franking privileges or pages, no lobbying outrages fresh on the mind.

Nope, this is a denunciation of the strongest sort of Congress' failure to merely do its day-to-day job with any degree of adequacy.

Combined with a president who has only stoked the fire on the runaway federal spending train, failed to secure our borders and is seen as having mismanaged both foreign (Iraq) and domestic (Katrina) affairs, the supposed greatest country on Earth seems rudderless at the moment.

In the midst of the nation's most severe and intractable energy crisis and economic downturn in decades, we have no coherent energy policy; instead, Washington goes a half-inch out on a limb and throws our own money back at us in the form of tax rebates to keep us quiet.

It's hush money. And it isn't working. We won't hush up -- even about the hush money. With a $9 trillion national debt, and tens of trillions more in future costs for Social Security, Medicaid and Medicare -- the funding for which our "leaders" have no idea where it's coming from -- those fun little tax rebates you got this summer came out of your children's future paychecks.

Democratic leaders, meanwhile, have done their best to run the institution into the ground since taking over in 2007. House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid have been obsessed with de-funding our troops in the battlefield (which they failed miserably to do, thank the heavens), and with sniffing the White House trash for whiffs of scandal. No one outside the Beltway cared about Scooter Libby, and the "scandal" over the fired U.S. attorneys was a made-for-television tempest in a teapot.

Meanwhile, as Americans see no end to high fuel prices and inflation, Democrats oppose every form of energy exploration known to man that shows any short-term promise. Their energy policy: Let's keep sending hundreds of billions of dollars for oil to hostile nations, but let's not expend any military might to keep the flow coming.

In truth, though, both parties are failing America. Republicans had their chance when they controlled Congress and the White House and they blew it utterly, ending up spending more than any combination of Democratic and Republican Congresses and White Houses in history. Nice job, folks.

Partisanship worked when there was principle behind it. Statesmen from both parties could disagree civilly about policy and ideology and let the chips fall where they may. They believed in something.

Today, however, 72 percent of Americans believe members of Congress are only out for themselves and not for the country. How sad.

Indeed, Washington's feverish partisanship these days is fueled not by honest disagreements but by hatred and ambition and leverage and paybacks and doing whatever must be done to preserve their own power.

Truly, that's the creeping scandal behind these record-low approval ratings.

I agree. This is the worst Congress in history. Republican thugs & spineless Democrats continue to give the Bush/Cheney war regime all the money it requests to continue waging war in Iraq & Afghanistan. Trillions of dollars borrowed & wasted in fruitless war have led to deficits, debt, inflation, a battered economy & even the possibility of economic collapse. Yesterday spineless Democrats allowed the President to get away with more than 30 felonies when he ordered spying on American citizens without warrants. Congress also voted to give immunity to telecoms that provided private data on American citizens to the President when he demanded it even though he failed to produce warrants before or after as required by FISA laws. Congress has failed to investigate who ordered torture & sexual abuse of detainees. Congress has failed to press the President on holding terror suspects without charge or trial for nearly 7 years. Congress has failed to hold the President responsible for throwing hundreds of years old cornerstones of common law out the window including the right of habeas corpus and the sanctity of a person's domicile against illegal search and seizure. Bush AND Congress suck!

There is little or nothing we in Georgia can do about Reid & Pelosi but we can do something about our RHINO members of congress. Both our Senators & the majority of our house members voted with Reid/Pelosi to over ride President Bush's veto of the farm bill. As usual our RHINOes voted for special interest over the Georgia taxpayer & the AC did not cover the story. Last week both our senators voted for special interest, big insurance companies, against doctors & patients, yet the AC did not cover it. How about doing your job & cover our Congressmen rather than giving them a free ride.

My family did not get an 'stimulus check', if I had I would have sent it back with a note asking for the FairTax instead. What is so sad about Congress and the House is the fact they can't see what is standing right in front of the them. Pass the FairTax and those trillions of dollars will flow right back into the USA. Allow off shore and ANWAR drilling and fuel prices will plummet. Build new refineries, nuclear power plants, develope alternative fuel sources and the economy will boom! Get rid of the Department of Education and let the States and the citizen educate our young. Congressmen and Representatives LISTEN to the PEOPLE! We voted you in and we can vote you OUT!

Jebko, call the IRS and find out about your stimulus package, if it didn't come they should be able to send you out the check. As for our Senate and Congressmen, Everyone should be voted O-U-T! Not one person in office has been for the people, they have been for big businesses and forgot about us. I refuse to vote for those all ready in office, I will give my vote to the opponent or write someone else in but they are never to be trusted again.

The reason Congress hasn't done anything is likely they are in cahoots. The two party system breeds competition between the parties. All goals are for the party not the people. A platform is a ruse to get voters to support the party, they aren't going to actually pursue it. The president is a handy scapegoat to point at while they commit their crimes. The president doesn't dictate to the congress. Congress dictates to the president. Bush actually did something right in vetoing the present form of the Farm Bill. Of course Congress overwhelmingly nipped his veto. The 300 billion in cost is the tip as hidden cost will drive it much higher.

DE2: I believe there's a national movement to vote out EVERY incumbent in Congress. If I can find the website, I'll gladly post a link here later. Regardless of party affiliation, our current Congress and yes, our current President, have let every citizen of the USA down and it's time to replace them all.

We have a great political system in theory we just have too many who usurp it in reality. The "balance of power" has become the "struggle for power" between the legislative, executive, and judicial branches.

Congress approved said spending on the War in Iraq. They are responsible. All the Dem whistle blowers who now come out and say "I know we were being misled" should be hung for treason for not speaking out. There was just a handful of people who were completely against the war.

ron paul attached to the war funding bill a rider to make the president consult congress before bombing iran. nancy pelosi took it out. it is a one party system. obama has now flip flopped on the spying amnesty bill. he voted for it. not much of anything any of them says means a damn thing. actors on a stage....

The Augusta Chronicle is an elitist newspaper. They are so out of touch. The reason why I disapprove of this Congress is because of the amnesty-for-telecoms bill they approved less than 24 hours ago, their failure to block funding for the Iraq War, their failure to repeal the Hyde Amendment, their failure to insure 10,000,000 children, and their failure to eliminate PACs and earmarks.

I don't know why they are called a do-nothing Congress. Almost every week they are having hearings on the current administration trying to catch someone in a lie. Finding something of substance against Bush is the main goal and much more important than 'we the people'.

You are wrong. Congress just voted on a medicare bill and FISA. They don't spend all of their time holding hearings to get Bush. Your mistaking them with 1990's Republican controlled Congress who spent years investigating the Clintons and only came up with one stained blue dress.
The Democratic congress has taken impeachment hearings off of the table for Bush and his cohorts and the new FISA bill pretty much means that the telecom industry won't be held responsible for their part in allowing the governement to illegally wiretap their customers.
So don't worry, the Bush administration, except for a few low level pawns like Scooter Libby, won't be held responsible for anything that they did during the past 8 years. And Bush will most likely pardon him anyway on the way out of office.
I'm not making excuses for Congress, but I think the perceptions most people have, both Democrat and Republican, about the work they do is oftentimes wrong and based on the opinions of their favorite pundits.

don't...I would have sworn I watched a hearing on CNN in a few days ago where congress was grilling Scott McClellan to find out what else he doesn't know about the current administration. (And that is only listing one hearing)

Deb..I don't worry about my privacy..I am much more concerned about our country. If the surveillance issue had been eliminated and we had another attack, then congress would really be in trouble. Rest assured, circumstances in the U.S. are far from the time when eavesdropping is done on ordinary citizens.

They need to put term limits on these congressmen and senators. Also they need to do away with the for life benifits packages they get for just serving one term. If politicians were not able to be career politicians we might be able to get a congress that could get something done for the people instead of for the fat cat buisness owners and corporations.

Bill Clinton lied and got caught- frankly I think it was none of our business whether or not he had an affair- thats between he & Hillary. What he deemed to be sexual realtions is what got him in trouble. So, what if he did admit to it from the beginning-the Republicans would have tried to get him impeached anyway. Glad they didn't frankly- the american people don't have any right to know what is going on behind closed doors in anyone's life much less the President. Get over it already.
