Taxpayers may get no relief as digest grows

The 2008 Richmond County tax digest grew 4 percent over last year, continuing an upward trend, the county's chief tax appraiser said Monday.

Although the news is good, it's too early to say what the impact on city and school board tax millage will be, said Chief Appraiser Calvin Hicks.

"We have to determine what's normal growth and what's inflationary growth before we determine any tax rollback calculation impact," he said.

Nevertheless, City Administrator Fred Russell said he expects the growth to translate into more tax money to the city.

"It will make the budget discussions a whole lot easier," he said.

The assessed (40 percent) gross value of taxable property in Richmond County rose from $4.86 billion last year to $5.05 billion this year.

After exemptions, the city's net assessed value increased 4.8 percent this year because of fewer exemptions.

The personal property (equipment, machinery, fixtures, etc.) digest, however, decreased 0.19 percent.

The assessors board approved a list of changes in that digest Monday, and 1,177 personal property notice increases will be mailed June 13.

The school board's net digest growth will be different from the city's because of different exemptions, Mr. Hicks said.

Last year, after several years of sluggish growth, the gross digest increased 6 percent over 2006 numbers.

Also Monday, Mr. Hicks said his office has received 769 appeals from real-estate assessment change notices mailed on May 2.

The appeals totalling $68.2 million are below the amount that would keep the state from approving the digest, Mr. Hicks said.

Now is NOT a good time to raise those taxes! If you haven't noticed, people are starting to have to work 2-3 jobs just to make ends meet as it is! You bragged about coming through this recession when all the other states are being hit hard, and just now you are realizing that is about to hit you and you think this is a good time to raise them? Start cutting back on your wasteful spending! Stop giving yourselves a pay raise! Stop getting gas at taxpayer expense! This is all WASTEFUL spending and you seem to think we are your private piggy bank! Cut it out and you will find there is money, but it needs to be spent wisely!

DeborahEllliott2, you have spoken the truth. The government officials of this county do not know how to manage money. Every time they run into a problem....it is raise taxes, raise assessments. They need to learn to cut back on what they are spending our tax dollars.....cell phones, free gas, no one that I know of gets free gas for going & doing their jobs. Come on people.....USE SOME SENSE.

Fred (What, me worry?) Russell has never implemented a cost saving measure since he has been city administrator. He must be challenged to begin making changes that will impact city expenditures to cause an overall reduction in expenditures. But our commissioners are too busy fighting each other while Fred whistles and smirks.

Everyone just need to appeal their appraisals at the same time. Make them justify each increase.

This is one commissioner that vows not to raise your taxes this year. We've had a surplus of over 4 million a year for 2 years in a row and its time for the burden to be taken off the backs of the taxpayers. Lets talk about a millage roll back if possible.

I agree, everyone should appeal, but just to give you heads up, I did that and wasted a day off work to meet with them only to find out they are gonna do what they want to do anyway. And as far as the overspending, they don;t care as long as it doesn't effect their pay or lifestyle.

Maybe you Augustans should sell your property to the County/City at the value they say it is worth. Seems they always say property values increase (when they intend to rob you some more) even in a properrty value slump such as the one now.

well Hopeful from what I understand it dosn't matter if they give you the appeal. It's the fact you appealed that goes to the state. If enough people appeal the state will not approve the buget and they won't be able to raise anyones taxes for this year. So everyone should go appeal weather you taxes raised or not for this year to help stop them! Read the last sentence of this article! It's what we must do! SEND IN AN APPEAL!
