Bill seeks tax exemption for seniors

ATLANTA --- A large chunk of some seniors' property tax bills would be wiped away under a Senate bill introduced Tuesday.

Sen. J.B. Powell, D-Blythe, wants to allow seniors who are at least 70 years old a complete exemption from the educational portion of value-based property taxes on their primary residence. Mr. Powell's measure, Senate Bill 538, gives no regard to income.

Current laws allow seniors 62 and older a homestead exemption up to $10,000 from the same taxes, provided their income does not exceed $10,000 the year before.

Senate bill would limit time dogs can be tied

COLUMBIA --- Dog owners would not face time limits on how long they can tie their pets with chains or ropes under a bill heading to the Senate floor.

The bill does make it illegal to restrain a dog for any unreasonable time that endangers the pet's health, safety or well-being.

Sen. John Hawkins of Spartanburg was pushing the legislation and said it was the best that can be done for now.

Committee OKs raffles for churches, charities

COLUMBIA --- The Senate Judiciary Committee agreed Tuesday to legislation that would let voters decide in November whether to allow churches and community service or charitable groups to hold raffles. The state's lottery law now bans them.

A bill to let churches and nonprofit groups hold gambling nights was defeated 13-8.
