It should be temporary for people who have fallen into hard times or the elderly who have to live on a very limited income.
I read the recent comments of a 26-year-old being thankful for being able to get out of her present living area. I am hopeful that she is trying to better herself so she can become independent. A 26-year-old is too young to start a life in public housing -- unless I don't know the whole story.
