Richmond County's next superintendent will come from outside the area.

The finalists in the running to replace Charles Larke were announced Tuesday: Superintendent Dana Bedden, of William Penn School District in suburban Philadelphia; Superintendent Shirley Carraway, of Orange County Schools in Hillsborough, N.C.; and Assistant Superintendent Susan Clark, of Henry County Public Schools in metro Atlanta.

"They're wonderful," board member Venus Cain said of the three. "No-nonsense people."

The finalists are the type of leaders who will hold people accountable, she said.

Personnel Committee Chairman Alex Howard shared her enthusiasm.

"I think each one will make a good superintendent," he said. "The good thing is we have a tough decision."

Dr. Clark works in a school system slightly larger than Richmond County. Henry County has about 35,000 students.

In 2005-06, its student body was 54 percent white and less than a third were low-income, according to the Georgia Department of Education.

That's a bit different than Richmond County, which has 78 percent minority students and 70 percent low-income.

Board members are seeking a superintendent with a proven record of student achievement, someone to address the schools in Richmond County that have failed to make adequate yearly progress.

In Henry County, 31 of its 35 schools made AYP compared with 38 of 55 in Richmond County.

The other finalists come from much smaller school systems.

Dr. Bedden leads a suburban Philadelphia school system of 5,500 students. About 60 percent of them come from low-income families.Dr. Carraway's Orange County has about 7,000 students with about 30 percent minority.

However, both have experience in larger systems. Dr. Carraway served as associate superintendent of a school system with 20,000 students in Greenville, N.C., and Dr. Bedden was a regional superintendent in Philadelphia, which had 200,000 students.

In William Penn, five of his 11 schools met progress targets.

In 2005-06, Orange County met 48 of 54 of North Carolina's academic benchmarks but failed to make adequate yearly progress. Only three of the county's 12 schools made progress targets.

According to state law, the board now must wait at least two weeks before selecting a superintendent. The search began in August.

If you choose Shirley Carraway, don't expect her to hang around any longer than the next opening at another system, or until the going gets tough.

In Orange County, Carraway is facing budget cuts, high levels of principal turnover and a highly charged discussion over her proposal to eliminate school choice in the district. Rather than work through these tough issues, Carraway announced her "retirement" from the Orange County School System and her plans to return to her hometown of Greenville, NC.

As we see now, "retirement" is just another word for "I want a new job."

Well folks, I saw the short list for candidates for superintendent and a thought immediately came to mind..."Ain't this a mess...not one person in Richmond, Columbia or Aiken counties qualified for the job?" What does that say for the current administrators and teachers employed by those systems. None of them good enough for the job??? Why do people feel that going outside of the local area to get a person to lead the school system is the best thing to do??? oh well, another man's trash is just what it is trash. Outsiders usually bring with them problems or either they are running away from problems they created elsewhere. But, I keep forgetting, the people we have on the school board leave so much to be desired...their choices can't be anything but a little wacked. .

I totally agree with you toppergem. How is it that a man who have given over 30 years of his life to Richmond County gets shoved to the side in order to bring in new blood. From day one the board made it clear that they felt only on outsider could replace Larke. Well I guess in some aspects that would be true if I refer to the comment from NC Neighbor...more scandal in the central office, things that make you go hum.......
Interim Superintendent James Thompson has proven himself for over 30 years, he worked his way from the bottom up, serving in many areas within the system and he deserved that position, the only problem, the board did not deserve him! Keep up the good work Mr. T!

Way to go!!! I believe that a fresh, new, unbiased leader is what we need in Richmond County. Hiring from within only brings more of the same. I look forward to seeing improvements in our schools. I'm optimistic that new leadership is the first step in building a great school system.

Shirley Carraway is not Superintendent material. My advice to Richmond County is keep looking or give the job to your interim Superintendent. She is a female Larke: she is mean, vindictive, cruel, constantly practices reverse racial discrimination, always pulls the race card because that's the only card she can pull, she's dictatorial and never thinks about what is best for students. Only what is best for Shirley. And I bet she knows Charles Larke. Poor Richmond County if you hire her.

How do I know this? I live in Orange County NC-10 of 12 principals have left or been booted out during her administration, she makes every decision in this district: personnel, budget, everything. And could probably be prosecuted for budget issues. It's just that the School Board of Orange County doesn't have the guts to confront her or the issues that are important to the students of Orange County.

So keep looking, Richmond County. You can do so much better than Shirley Carraway. She's outta here Oct 1 whether you hire her or not, thank God.

Shirley Carraway - what a JOKE! My advice to you good folks there in Georgia is to mark her off this short list! I worked with OCS for over 20 years and had to leave because I couldn't take the intimidation; hatefulness; pure proof that she is only concerned about "her agenda" and "her buddies" and NOT the children of OC. She never LIVED in OC. She rented and traveled back/forth to her home! She caused many good people who had come to work as a true team for the children of OC to leave because of her determination to do underminded things to staff/programs. You will regret hiring her! Good luck!

I had 30+ years with Orange Co. Schools. Carraway is not the person you need to effect positive change or progress in your school system. Many folks are rejoicing at her announcede "retirement" from OCS. Too bad she was ever there to retire in the first place. Dictatorial..........yes. singleminded..........yes. competent.......questionable. Values children.........undetermined. Values self........most definitely proven!!!! Closet Racist........proven. Will bring in all her buddies.........look at her track record in OCS! Give your community and your children a break.........look to someone else to lead your schools before it is too late.

Dr. Clarke has done a bangup job in Henry County. I for one would hate to lose her, but she would be a good choice.
