News recently said that state government will equip all Georgia counties with gear to issue photo IDs, which voters must then carry to prove they are themselves. The story failed to mention how the counties will first prove that those who get these IDs are who they say they are so that they can then be given IDs that will, in turn, be presented to the same county folks who issued the IDs to prove they are who they say they are so they can vote.
