Spread out trash pickup payments

"Every man has his price." I heard this clich used in a different light years ago. My friend used it when she frittered away $50 on an impulse buy. She said she could, though not too often, buy something frivolous for up to $50. I thought about it, and my price for frivolity was only $5.

It seems I must plan ahead for estimated taxes: automobile tax, state property tax - not to mention breakdowns of appliances or automobiles. All costs seem to be rapidly escalating, although my bank account is not.

That's why the increase in price for refuse pickup seems so disastrous. Please consider that this service should be collected as a monthly fee for service, possibly on the utility bills. About $23 a month would be more reasonable than $276 at one shot. Why make this fee so painful for fixed- or low-income residents? We all have monthly bills, and I'm assuming that the workers are paid more than once a year.

Please consider this alternate billing. I think it will lessen residents' complaints.
