Upon what data was a new library added to the tax base? What are the unmet use/demand figures? What are the demographic shift demands? What holdings and services are unavailable? What computer access to holdings are planned? Why not upgrade high-school library holdings and services, and open them to the public from 4 to 10 p.m.? Such a service would solve any demographic or access problems. Why not have Internet access to the holdings?
This brings into play the Charles Larke curriculum. Is the Richmond County school superintendent assuming that freshmen already are computer-literate? That they know how to do a Boolean search, or do a spreadsheet, or make a Power Point presentation?
The library project sounds like an Andrew Carnegie-era vision, and the Larke curriculum sounds pre-digital.
