The 1992 cable law, as reported in the Dec. 11 Chronicle ("Law creates more choice on channels"), says cable companies cannot require subscribers to purchase premium services, such as digital cable, in order to get pay-per-view.
Comcast has an ingenious way around the law. Their equipment for pay-per-view - since October (when the 10-year grace period of the law expired) will only work with their digital services. You don't have to buy digital, but their equipment won't work without digital. Nice way around the law.
