I am sorry to see that Richmond County Animal Control has found it necessary to penalize law-abiding dog owners in order to raise money to keep the shelter afloat while the city commission seems to have lots of extra money for raises.
It's sad that so few dogs picked up by animal control have identifying tags or collars so they can be reunited with their owners. But if that statistic is true, then I don't see how selling dog licenses would be at all profitable for them. What a sad commentary on residents' attitudes toward man's best friend.
