The state budget proposals of Gov. Joe Frank Harris contain less money than usual for Augusta area counties, but the Richmond County delegation chairman says things aren't "bleak."

State Rep. Mike Padgett says there is $200,000 to fund seven additional positions in the Richmond County probation system, $20 million in bond proceeds for a prison in Hancock County, and $1.6 million to come from general obligations bonds for a laundry building at Gracewood State Hospital.
