A classified intelligence report "leaked" to the media says that Communist China will likely accelerate its nuclear arms buildup if the U.S. proceeds with plans to build a national missile defense system.
This leak was apparently designed to give the Clinton-Gore administration cover if, as seems likely, it reverses its commitment to protect the nation from incoming missiles.
But someone in the administration isn't thinking too clearly. A Chinese nuclear arms buildup is not an argument against a missile defense system, but for it. The point of missile defense is to ensure Americans' safety no matter how many nations build up their nuclear arsenal.
