COVINGTON, Ga. -- Chris and Trina Hamlin's new house overlooks a creek stained red with runoff from construction sites. The lot that their one-story stucco home now occupies used to be covered by huge oaks and wild wisteria. Each day, they drive 70 miles back and forth to work in downtown Atlanta.
