I can help locate the funds required to provide an extra license plate through the "penny saved is a penny earned" principle.
I have three vehicles and two trailers for which I have received five separately mailed pre-bills each year. Each one, of course, contains a return envelope and at least one flyer insert reminding me of the payment deadline. This is a waste of four stamps, eight envelopes and four flyers, plus the time spent stuffing them by county employees.
Considering that whatever savings could be realized from a single mailing per household would then accumulate for five years before new tags are needed, I don't see funding as a problem.
