2 new plans floated for lot

Two more organizations, M Projects and Goodwill Industries, have offered proposals to the Georgia State Properties Commission concerning the best use for 17 acres of state-owned property along the Savannah River in downtown Augusta.

Both proposals, one for a midrise continual care facility that would include space for a baseball stadium and the other for a human and economic development campus, were submitted to the GSPC on Friday along with Augusta Mayor Deke Copenhaver's vision of a multiuse sports and entertainment complex to include a new stadium for the Augusta GreenJackets.

The proposal from M Projects, the land development organization currently serving as the managing partner of Riverwood Plantation, which is home to Champions Retreat Golf Club in Evans, calls for the midrise continual care facility along with retail, residential and commercial space. Wayne Millar, the president and owner of M Projects, said his company's proposal isn't in direct conflict with Mr. Copenhaver's vision of a downtown baseball stadium but it would seek to take advantage of the location's proximity to Augusta's medical community.

"In their plans they developed the land on one side of (12th Street) but left most of the land on the other side with just the garden," Mr. Millar said. "We looked at developing that half of the site as mixed-use anchored with a continuing care facility affiliated with one of the hospitals. There is still room to respect the garden's presence."

Mr. Millar compared the proposed six- to eight-story continual care facility to a "more concentrated and vertically oriented" Brandon Wilde retirement community in Evans with three levels of available care. The facility would include one-, two- and three-bedroom apartments and leave plenty of room for the baseball stadium.

Mr. Millar said the proposal was still in its conceptual stages and that the financing issues of the current economy could pose a problem if the plan were approved immediately. A proposed office-condominium-hotel-retail project on a similar piece of riverfront land in Augusta called The Watermark has also stalled because of financing problems.

"We've got some challenges ahead. We're not ready to pull the trigger on anything to move now," Mr. Millar said. "Right now we wanted to get to the table and be a part of the solution in addressing an important piece of property in downtown Augusta."

Mr. Copenhaver said he first learned of the M Project's proposal Wednesday evening, but he was open to looking into any ideas for the development of the property.

"I'm interested to talk with anybody about potential partnerships," he said. "The property offers enough land for many different uses. This certainly would seem to illustrate that this land is very important to the city of Augusta."

Goodwill Industries of Middle Georgia and the Central Savannah River Area submitted a proposal to the GSPC for development of the land that would not include a baseball stadium. Jim Swift, the president and CEO of Goodwill Industries of Middle Georgia and the CSRA, said his proposal includes the creation of a human and economic development campus with job and career training institutes in culinary, automotive, construction, hospitality and horticultural fields.

"Right now we've got three properties under consideration to build a campus for the CSRA," Mr. Swift said. "We've been looking for two years, and we think we've put a pretty exciting proposal together."

All three of the submitted proposals will undergo a review before the GSPC makes a decision on the property's future.

"The commission is reviewing these proposals, and they'll meet with Georgia Golf Hall of Fame officials to decide what is best for this property," GSPC spokeswoman Katy Pando said.

Ms. Pando said there is no strict deadline set for making a final decision on the property's future, and the commission will be reviewing the ideas "over the next several weeks."
