A bond hearing will occur after Mr. Atkins obtains an attorney.
"My priority was getting him over here," Ms. Morgan said. "Now I'm confident the appropriate notices will be served."
Aiken County Detention Center Director John Rowley said Mr. Atkins would be placed in a section of the jail based on his charges and past behavior in prison.
Police announced a DNA match with Mr. Atkins at the end of August 2002. Mr. Atkins had his DNA placed in a database a week before.
Mr. Atkins, a drifter who lived in cities throughout the Southeast, has been in and out of the state prison system for most of his life.
He had been out of a Georgia prison for about eight months when Jessica was killed. He was working for Moore Express, a now-defunct package delivery subcontractor for Airborne Express.
Police say he delivered to the Carpenter house in the weeks before Jessica was killed.
