McCoy sustained a concussion from a vicious helmet-to-helmet hit from Steelers linebacker James Harrison in the fourth quarter Thursday. McCoy stayed out for two plays before coming back in and throwing an interception. Shurmur said McCoy didn’t show any symptoms of a concussion until after the game.
Shurmur is confident the Browns’ medical staff followed the NFL’s guidelines on head injuries when they assessed McCoy on the sideline. McCoy told Shurmur “he was ready to go” before going back in.
FINES: The NFL fined Oakland Raiders defensive lineman Richard Seymour $30,000 for punching Miami offensive lineman Richie Incognito in the Dolphins’ 34-14 win over Oakland on Sunday, according to a league spokesman.
• Detroit tight end Brandon Pettigrew has been fined $25,000 by the NFL for abusive conduct toward an official in Sunday’s game at New Orleans.

Johnson hurt himself chasing down a deep pass during last week’s 17-10 win over Atlanta.
PACKERS: Running back James Starks and linebacker Desmond Bishop will not play Sunday against the Oakland Raiders.
Bishop, the team’s leader in tackles, will miss a second consecutive game because of a calf injury. Starks, the team’s leading rusher, won’t play after reinjuring an ankle in Green Bay’s 38-35 win over the New York Giants last weekend.
The Packers also will be without right guard Josh Sitton (knee) for the second consecutive game.
STEELERS: Ben Roethlisberger added to his growing résumé as one of the league’s most rugged players in Thursday night’s 14-3 victory over Cleveland.
Roethlisberger passed for 280 yards and two scores while playing the second half on basically one leg after spraining his right ankle in the second quarter. He had to leave the game, but came back to start the third quarter and played the rest of the way.
BEARS: Chicago has ruled safety Major Wright out for Sunday’s game at Denver because of a shoulder injury.
