Having worked at the YDC during the 1970s when there were no fences and it was always filled to capacity, one staffer would have more than 40 boys to supervise. I was a supervisor responsibile for ensuring that the staff I supervised knew their jobs and responsibilities, and to be able to dive in if necessary to stop a fight and to call for back-up, with the telephone the only means to get help. The YDC had no other means for getting help.
I say all this because I have several questions about the death at YDC. My first question is: This young man was 19 years old; that, in my opinion, violates the juvenile policy on age. Second, how did the fight last long enough for this beating to take place? How many people were on duty, and when did the first report on the beating take place?
Lastly what’s being done to stop this type of thing from happening again?
