One way to reduce/eliminate fatalities and/or injuries caused by these drivers would be for insurance companies to deny coverage for damages to the insured's property resulting from the above causes. Coverage still would be made to the victims, but not the insured.
Not only would this get the attention of current drivers, but also of future drivers. Perhaps we could stem the flow before it starts. And with reduced liabilities, insurance rates should go down.
This is an achievable goal. At the present time, the insurers whom I talked to do not cover damages to your home in the event of war or terrorism. So why not extend exclusions to auto owners? In the case of financed/leased autos, perhaps wage attachments for reimbursments could be the answer.
Seems like a win-win situation.
