Garbage service suffering

When you cut the labor of sanitation workers in half, logic would dictate there should be more sanitation workers with less to do – hence, better service! No?

But not in Augusta, because they do two things at once – cut garbage service and give the contract to a new company. My best guess is that the contract went to someone who is somehow connected to someone on the Augusta Commission. Is anyone looking into this?
