Utilities Department director wants 2 water plant workers fired over time-card tampering

A probe of time-card tampering at Augusta's Highland Avenue water treatment plant might cost two longtime city workers their jobs, and four others are also being punished.

Surveillance video showed two water treatment operators clocking each other in for 20 hours in a single pay period that they were not working, Augusta Utilities Department Director Tom Wiedmeier said.

"One would clock another person in, and that person would not show up for a significant time later, or someone would leave the plant and not be clocked out until a significant time later," he said.

After reviewing an auditor's report on the activity, Wiedmeier recommended Friday that the two employees be fired.

"I felt like it was planned and systematic," he said.

Footage also showed someone turning the video camera away from the time clock, he said.

Two others, among six who were placed on leave with pay a week ago, were recommended for a week off without pay, and one received a letter of reprimand. The sixth, their immediate supervisor, is being demoted to a nonsupervisory position.

The incidents are prompting changes in the utilities department.

Though management doesn't think the abuses extended beyond the employees in question, the practice of clocking someone else in as a favor was found to be widespread. That will stop, Wiedmeier said.

"We're looking into installing biometric time clocks that will read a handprint instead of a time card," he said.

Augusta Commissioner Joe Bowles said he'd been contacted by employees about alleged abuses at the water treatment plant in July.

Wiedmeier said the city had been without a permanent utilities director for two years when he came on in December.

Serving as interim director was Assistant Director of Water Production Drew Goins, whose department oversees the Highland water treatment plant.

The commission takes theft of time from the government seriously, Bowles said.

"This is the taxpayers' company," he said.

City Administrator Fred Russell said the findings would be turned over to District Attorney Ashley Wright.

"This is the taxpayers' company," he said. What "dream world" does he live in? This is Augusta. These employees should be on TV getting an award for "superb ingenuity" and "creative thinking" by Mayor Deke. They should be given a raise and offered free "gastric bypass surgery".

I hope there's a strong

I hope there's a strong government union that will save these victims from punishment and other employees from this needless embarrassment. It's just free tax money they're paid with. It's not like it belongs to anyone.

Cheating and stealing money

Cheating and stealing money from taxpayers is a sin, I think. On the other hand, management is sinning also for overstaffing -- if you didn't have more people on the payroll than you need, less opportunity for malfeasance would exist. If you have something to do at work, it's more likely that you will do it. If you have nothing to do, it gets awful boring just sitting around twiddling your thumbs. But we all have to have some income to live so we put up with it and try to make the best out of a bad situation. There's a lot of waste of taxpayer dollars and we'd all be better off if people would do what they know is right and stop it.

On second thought, maybe it could be considered a case of civil disobedience, designed to point out a flaw in the management practice. If so, I hope it works.

Glassrink, maybe you live

Glassrink, maybe you live under a rock, I have never had a County cell phone and do not use the gas Card.........
After several comments made to me about the theft of time, I told those employees to report this to management. Nothing happened so I turned the matter over to Fred Russell and he acted. The employees that notified me of this in my opinion are due a commendation!!!!!

Commissioner Bowles, ignore him. You did a fine job, congratulations.

Ol' Justus fails to understand that there are Federal sexual harrassment laws that must be followed- which Diane Downs did not do- but there are not Federal laws regarding stealing. One is a civil right, the other is a crime. But don't confuse him with the truth.
