Payroll 'crisis' might force Bedden's hand

Richmond County School System workers are continuing their efforts this morning to restore a payroll server that has been on the blink for the past week.

As of 10 a.m., the server was still inactive. If it isn't restored today, Richmond County school Superintendent Dana Bedden and school board President Marion Barnes must sign 850 checks to make sure workers get their money on time.

"We'll have arthritis, but that's OK," Bedden said with a smile after detailing to the school board Tuesday what he called a "crisis" situation with the system's payroll server.

Bedden told board members meeting in committee the aging system has been on the blink for the past week -- which he said is the result of too little maintenance and delayed upgrades amid continued budget cuts.

"At some point, the rubber meets the road," he told the board. "You miss a paycheck and see how many people are happy or unhappy."

He added after the meeting: "This is what happens when you keep cutting your school system."

The situation involves about 850 workers who are paid bi-monthly. The board was assured that all of the workers will receive their checks on time, but if the payroll software is not restored by today the process will involve the manual signing of all 850 checks and plenty of extra overhead work.

Once the system is restored, Bedden said, he'll have to pay about $4,500 to bring some bookkeepers back from their summer vacation to enter in needed payroll information for processing. The information normally would have been entered by the employees about a week ago before they left for the summer, but he said the system went down before they could do so.

A similar blip occurred with the payroll server in April. In that case, it was restored in time to prevent checks from being late.

Bedden said cutbacks have forced the school system to reduce its maintenance on the system, which once was performed around the clock. He said he'll exercise his authority allowed in emergency situations to pay for the bookkeeper costs and to consider paying someone to maintain the system 24 hours, seven days a week.

In the meantime, system workers are counting the days until a new payroll system is implemented in July.

It doesn't sound like Dr.

It doesn't sound like Dr. Bedden is blaming anyone for this situation. There have been lots of buget cuts in every form of federal, state, and local government. All agencies have had to do more with less. The school system would have had to make cuts no matter who was the super, and it wouldn't have mattered if you liked him or not. This same type of thing could have happened under anybody's watch. Some people weren't happy with Bedden when he came to Augusta, didn't like anything he did or tried to do, and don't like the fact that he's leaving. If his departure is what you really want, let the man go without throwing rocks at him from your glass houses as he prepares to leave town. Let his writter's cramp be enough for this situation.

Amen KingJames! LittleLamb, you seem to have a personal issue. If you do not keep equipment up to date, "the result of too little maintenance and delayed upgrades amid continued budget cuts", then this could happen anywhere. Does not sound like blaming the taxpayers!

Little Lamb, that's exactly what you sound like. You would have found fault if Dr. Bedden had simply said he would sign the checks and let that do without adding anything else. I really believe you would have something negative to say about this man if the only thing the Chronicle reported was that he said "Good Morning" while drinking a cup of coffee. Please get over it. You really can't think that you stand to gain anything by putting him down when he will be leaving in about a month. How much criticism do you think he needs now that he's leaving? I mean, really. You got what you wanted. The guy will be gone soon, so stop your whining and excuse making.

Little Lamb, no money from the state means something has to get cut. The sad part about it is that it will cost more money to restore the server and to bring in bookkeepers over the summer to do payroll data entry that should have been done during the school year. People seem to always confuse responsibility with accountability. If the trash dumpsters at one of the schools doesn't get picked up on time, is Dr. Bedden responsible for calling the contractor to get them to haul off the trash? No. Is he accountable to the Board and taxpayers if he doesn't think there's a problem with the same contractor when half of the schools in the county have overflowing dumpsters? Yes. If the state cuts funding, then how are server upgrades and maintenance to be paid when teachers are already having to take furloughs in order to keep from bankrupting the school system?

Signing those checks will be the most productive thing Bedden's done since he's been here. He has a lot of nerve saying that HE is going to have to pay bookkeepers to come in. He's not paying for jack. WE are paying for his continued incompetence, and will be for some time to come. Good riddance!

Well i guess Dr. Bedden not going to deal with Dr. Frazier and his DUI case before he take off to Texas. not a word from the BOE on this case,Frazier said they are not going to do anything to him,under the rug this will go.
