Harlem 13-year-old will face aggravated child molestation charges

A 13-year-old boy accused of molesting a 4-year-old neighbor will be charged as an adult, authorities said.

The boy, Jacob Staffey, was arrested Friday during a hearing in Columbia County Juvenile Court at the request of Assistant District Attorney Natalie Paine. Juvenile Court Judge Doug Flanagan ordered sheriff’s deputies to take Staffey into custody to face aggravated child molestation charges related to a June incident in Richmond County.

According to a sheriff’s office report, Staffey and another boy are accused of sexually assaulting a 4-year-old girl on June 7 in the backyard of a home on Highview Court. The child’s mother told police her daughter came to her complaining that her genital area was hurting and eventually told her the boys pulled down her pants and molested her. The mother said she had repeatedly warned the two boys to stay away from her home.

At the time, Staffey was supposed to be under the supervision of his father, Stephen Staffey, Paine said. The boy and his three brothers had been sent to their father’s home after being released to him by the Department of Family and Children Services, which had taken them into protective custody after the arrest of their mother, Angela M. Staffey, 42, Paine said.

Angela Staffey, of Harlem, was arrested March 1 by Columbia County authorities after being accused of having sex with two juvenile boys in her home. An indictment in April charged her with 13 counts of child molestation, two counts of aggravated child molestation and one count of incest.

Paine told Flanagan the boys were not being properly supervised at their father’s home and they were communicating with their mother in jail who had been “threatening and scolding” the boys by phone. Paine said they were also being supervised and disciplined by their father’s girlfriend, whose own children had been taken away by state authorities.

Flanagan ordered DFCS to take custody of the younger boys and told Stephen Staffey he would appoint a lawyer to represent him in the custody matter. A hearing was set for July 22 for the father to plead his case.

“I have to do what is in the best interest of the children,” Flanagan said.

Paine said expects the 13-year-old will be charged with aggravated child molestation in the June assault, one of the so-called “seven deadly sins” in Georgia that allow authorities to charge children as young as 13 as adults. A Superior Court judge has the discretion to order the case returned to Juvenile Court, under that law.

In addition, Juvenile Court officials said they had also planned to charge Jacob Staffey with sexual battery related to a separate incident at a hearing next week.

Flanagan said, based on those charges and the new ones raised Friday, he found the boy a “danger to himself and to the community,” and had deputies remove him from court. Paine said he would remain at the Regional Youth Detention Center and an official warrant detailing charges would be issued Monday.

Sick as it is that boy

Sick as it is that boy learned this behavior from the sorry excuse for a mother he obviously had. I feel so sorry for that poor child whose life is forever changed by this sick boys actions.

If the info provided to Mr. Crawford for this report proves accurate, then we likely know were the teen learned this activity.

There is little doubt in my mind the women that birth'd him also likely taught him sex.

As hideous has the crime is, the kid needs psychotherapy and sexual norm reeducation. Or else when he is released from YDC he'll just restart the process as an Adult. Then a few victims later we'll see his name in the paper and read of his new victims. Or worse, the MEDIA will start reporting a missing female children here and there.

If it is possible, the cycle that the woman started needs to be broken.
Because of his young age Treatment in this case might be a solution, but who knows?.

1 thing for sure just locking him up in YDC, and its well earned reputation for lack of anything professional, is not going to rehabilitate him.

I hope that he is placed in a residential psychiatric hospital where he can receive intensive, long-term therapy. That child is forever damaged, I hope that he can salvage some part of his life.

Talk about decay of our culture we have minors sexually assaulting minors. It's terrible, rape and assault, but how can you charge a minor with pedophilia? Sick world that propagates such goings on.

CobaltGeorge, I doubt Sean would ban you for life. He really is a pretty good guy. In order to let me back I had to promise him I wouldn't cuss or offend anybody. But he did say I could express my opinion. But then I was thinking, what if my opinion offends someone?? Anyway, Sean put a lot of trust in me to allow me back to comment and I don't want to violate that trust. I have bitten my tongue a few times since then, like when people use god and the bible to prove their point and they use it as an excuse to hate thier fellow human beings. Now I just smile when I read those comments. Actually it's a little refreshing and probably good for my blood pressure.

I can't believe they can

I can't believe they can charge a 13 year old as an adult under any circumstance. I realize how horrific it all is and is warranted but it doesn't seem it would cut muster with the SCOTUS-or perhaps they've already ruled and I'm naïve.

Florida was a decision by the Supreme Court of the United States, in 2010, in which it was held that juvenile offenders cannot be sentenced to life imprisonment without parole for non-homicide offenses. The court decided whether Roper v. Simmons (2005), which had abolished the death penalty for juvenile offenders, should also apply to sentences of life without the possibility of parole. So I gather they can charge as an adult but still treat as a minor as far as sentencing?? I know it has always been a sick world but it sure seems more prevalent now-but there are also a lot more of us in the last 50 years.

Because he was charge as an adult, GAD. Based upon actions of his mother, he had prior carnal knowledge of females. His attorney cannot claim he didn't know what he was doing. Knowing whether it was wrong or not will not be so cut and dried.

I would like to see the charges upgraded on the mother to felony child abuse and that she get life without parole.

This is more about genetic make-up

that has been given the proper environment for creating a predatory animal.

Genetics are far more important to a person's personality and even their behavior than our absurd education and cultural values systems lead people to believe. Some people are by their very natures cruel and heartless and violent, just as some are gentle and kind and generous. Nurture may play some part to form what a person learns to view as permissible or wrong, especially to express by their behavior. Nurture usually doesn't overcome nature, however.

More often than not, people of similar values and natures tend to choose each other as mates and produce children much like themselves. This family is a case in point.

It probably would have taken a truly outstanding home life, from birth onward, for this little human animal to be anything other than a predator.
