According to a Sheriff’s Office incident report, the deputy was flagged down on Washington Road around 4:20 p.m. in reference to a woman yelling on a cellphone.
The woman, identified as Carolyn Jackson, 29, of the 2800 block of Washington Road, told the deputy her boyfriend, Barret Brown, 29, of Grovetown, let her and their daughter stay at the Parkway Inn, and she did not want to be there any longer.
The deputy said he observed the child with an abundance of bumps or rashes that appeared to be sores, bed-bug bites or scabies and sitting on the ground near the hotel.
The report stated the deputy followed Jackson to her hotel room, which he described as “filthy,” with food on the floor and sink and with clothes and trash strewn throughout the room.
The deputy called an ambulance, which took the toddler to the hospital because of the severity of her condition.
Both parents told the deputy they had told each other to take the child to the hospital but neither did. Jackson told police Brown refused to take the child to the hospital, but he had sought treatment for himself two days earlier after he was bitten by a spider.
Jackson and Brown have been charged with deprivation of a minor.
