Charles Robert Smith, 33, of Village Run, was charged with aggravated assault.
David Sward, the director of the Harlem Department of Public Safety, said Deputy Kevin Harrell, 29, was walking with his wife and dogs near his home on Village Run about 10:20 p.m. One of the dogs started barking at Smith, who got upset and started an argument.
“They were walking their dog, and Mr. Smith got irate with them,” Sward said. “They got into a physical altercation, and Smith pulled out a knife and stabbed him.”
Harrell was cut on his back and chest and dislocated a shoulder. His wife was not injured.
Smith, a soldier at Fort Gordon, is being held at the Columbia County Detention Center on a $25,100 bond.
Harrell is in fair condition at Medical College of Georgia Hospital.
