Since late May, police said, Frederica Byrd, 35, has been approaching people in shopping center parking lots and nail salons claiming to be an independent contractor for cellphone companies.
Investigator David Dutton said Byrd told victims she could offer them better, cheaper cellphone plans and pay off the balance of their current plans if they hand over several hundred dollars.
Investigator Mike Lanham said Byrd has also been charged with using stolen credit cards.
She was booked into the Richmond County jail on four counts of misdemeanor theft by deception in connection with the cellphone scam in addition to two counts of felony theft by deception and two counts of financial transaction card fraud in connection with using stolen credit cards.
Dutton said charges from another cellphone scam are pending.
