Shelters on South Carolina Highway 19 near Hahn Village and at Aiken Regional Medical Center were approved by the Aiken City Council on Monday.
The Lower Savannah Council of Governments is providing grant funding for the shelters, each of which will cost about $5,000.
City Manager Roger LeDuc said bids will come in over the summer and construction will begin by September.
The council also approved $80,000 to improve drainage at Whitney Polo Fields by redigging ditches inside and outside the property.
Public Works representatives said homes on Knox Avenue were experiencing flooding during heavy rains and water from the field was flowing onto the road.
LeDuc said any money not used in the project will go back into the stormwater fund.
The Area Council on Aging asked the council to look into finding better funding sources for the group. The council does not aid nonprofits from the general fund, but the agency said services to seniors are cut short because they have had difficulty supplementing recent cuts.
Council members decided to create a task force to look at senior issues and the difficulties facing the agency.
The city administrator's office will provide a list of names and agencies to participate in the study during the June 14 meeting.
