North Augusta City Council took action Tuesday to allow it to spend bond proceeds to pay for its part of The Clubhouse, a seven-story building in the outfield of SRP Park that will house the team’s offices and locker room as well as other office space and apartments.
The city will own the building’s first floor and parking space below it. Developer Greenstone will own floors two through seven and will sell them.
“It’s a seven-story building and we own one of them,” City Administrator Todd Glover said.
The $69 million bond deal to pay for the city’s parts of Riverside Village at Hammond’s Ferry required a legal description of The Clubhouse subdivision before any bond money could be spent on it.
Tuesday night’s vote, which was 7-0 with all council members present, met that requirement. There will be no change in what the city already had planned to spend.
In other action, council voted unanimously to give final approval to the creation of the Planning and Development Department. The department had not been officially created before. It evolved out of another department and when it started operating independently council did not specify it with an ordinance, leaders have said.
The department will be headed by Amanda Seivers as the city’s new interim planning director. She replaces Charles Martin, who had been filling that role since Scott Sterling resigned in January. The Aiken County native attended Aiken High School and Clemson. She most recently worked for the Lower Savannah Council of Governments.
Council also voted 7-0 to give the Department of Parks, Recreation and Tourism permission to apply for a $25,000 grant to help pay for a new master plan. The grant would require a 15 percent match, which would come to $3,750. That money would come from the department’s budget.
The last time the department did a master plan was 2003 and now is a good time to do a new one, said director Rick Meyer.
“It’s time to reach out to the public of today and plan for the future,” he said.
