Behavior health care center employee charged with sexually assaulting teen patient makes court appearance

Another employee of a behavior health care center for children has been arrested in connection with a sexual assault of a resident of the facility.

Timothy T. Carroll, 47, was arrested Aug. 23. Carroll made his first court appearance Monday in Richmond County Magistrate Court. Magistrate Judge Stephen Shepard told Carroll that he is not able to set bond for people accused of aggravated child molestation.

According to a Richmond County Sheriff’s Office incident report dated Aug. 22, Deputy Christopher Epps was sent to the Lighthouse Care Center on the Perimeter Parkway, where Ashley Young, of risk management, reported that Carroll, the admissions coordinator, had sexual contact with a patient.

The patient is a 14-year-old girl who told another staff member that Carroll fondled her under and over her clothing on Aug. 21 and 22.

According to Young, Carroll took pictures of the girl, and Lighthouse has video evidence of the assault.

Carroll is the second Lighthouse employee arrested this year on sexual assault charges on a patient at Lighthouse. In April, Jacey M. Haskell, 23, was charged with sexual assault and sodomy involving a 17-year-old patient on Feb. 7. Haskell has pleaded not guilty and is being held without bond.
