Vote on S-Bar Sunday sales goes to full Augusta Commission

A decision to refuse a North Leg Road nightclub owner a license to serve alcohol on Sundays goes before the Augusta Commission on Tuesday for a vote.


Dwayne Stokes, owner of the S-Bar at 1505 North Leg Road, argued last week that a single weekly event causes the club’s alcohol sales to spike and outpace food sales. Augusta’s Sunday Sales law requires a restaurant make half its annual gross revenues from food prepared on site to sell alcohol on Sundays.

The city Planning and Development department recommended against granting the license last week, and the Public Services Committee agreed, voting 3-0 to deny the license. Commissioner Bill Fennoy abstained, saying Stokes is his nephew.

Backing the recommendation, a planning and development auditor found Stokes had underrepresented his alcohol sales by $38,126.09, resulting in $1,143.78 in unpaid excise taxes. Stokes’ total food sales of $104,503.77, according to auditor Armando Totka’s report, was 42 percent of his actual total sales of $246,618.39, below the required 50 percent.

The decision appears on the commission’s consent agenda for a final vote Tuesday at the 2 p.m. commission meeting.

- Repurposing $20,000 in city funds received by the CSRA Area Agency on Aging from meals on wheels to medical transport, after the agency was awarded state funds for meals

- A vote to move forward with certain items from a citywide property maintenance initiative and authorize the law department to tighten maintenance codes

- Reappointing former Commissioner Jerry Brigham to the board of zoning appeals; appointing Michael Thurman and reappointing Barbara Gordon to the Housing and Community Development advisory board; appointing Commissioner Sean Frantom to the Greater Augusta Arts Council and reappointing Brad Owens to the Augusta Urban Development Agency.
