Harlem names new police chief

A new director for Harlem’s Department of Public Safety was named Friday afternoon.

Harlem resident David Sward will take his post as police chief Monday, Harlem City Manager Jason Rizner said in an email.

Sward, who most recently served as a lieutenant with the Regional Youth Development Center in Augusta, previously worked as a chief deputy and investigator with the Lincoln County Sheriff’s Department.

He has also worked as a training director for a private security company in Mississippi.

“We are confident that he will be a major asset to both the Public Safety Department and the city as a whole,” Rizner said.

Sward replaces the department’s Interim Director Benje Cowart, who temporarily took the job in September following the resignation of Jesse Bowman.

Congratulations to David Sward. He will make an excellent Chief of Police. The citizens of Harlem are lucky to have such a qualified and well-rounded individual as their Chief of Police. I wish you all the best.

It's nice that Mr. Rizner and

It's nice that Mr. Rizner and the city leaders hired a resident of the city that showed ability to do the job. Being a resident he definitely has "skin in the game".
However, why aren't all city positions filled by local residents, including neighboring counties, and not from far cities? We must first look to our own economic prosperity by hiring local if the talent is available.
