S.C. lawmakers to address sludge, crime

Some issues expected to come up this week include:

- Energy efficiency assistance: Senators will address legislation to direct the state Office of Regulatory Staff to form a nonprofit entity that helps low-income residents improve energy efficiency and implement conservation measures.

- Out-of-state wastewater sludge: A House bill would bar other states from dumping their sludge in South Carolina because, it says, the sludge "significantly increases the potential for greater nuisance odor problems."

- Domestic violence: A Senate bill would give a study committee more time to review state domestic violence laws before recommending changes to the General Assembly.
