Sanford names first black to lead SLED

COLUMBIA --- Reggie Lloyd will be the State Law Enforcement Division's new chief.

Chief Lloyd, 40, was confirmed Thursday as just the third chief for SLED in the past half-century. He will be the first black person to lead the agency.

He has served as U.S. attorney since 2005 and was the first black to hold that office in South Carolina since Reconstruction.

Gov. Mark Sanford appointed Chief Lloyd to replace Chief Robert Stewart, who retired last year.

SOUTH CAROLINA Attorney General Henry McMaster says a bill declaring that life begins at fertilization is constitutional but would not affect abortion rights. The state's top prosecutor told a House panel Thursday that the so-called Right to Life Act can't change federal abortion rights.
