Public Meeting?

Is this simply to hand out what has already been proposed or is it to seek input from citizens? From the article it appears it's only to pick up the proposed uses of the funds although it does say "participate." The information could be simply posted on the Internet. So I assume no significant county officials will be at any of these meetings to hear what the public wants?
